Making Potato Chips From Bulk Food Bins

Does anyone know the proper way to fry the dehydrated potato chips that
you get from the super market bulk bins? I have tried to soak them in
water with and without salt before frying them, but as soon as I try to
fry them crispy, then end up being very hard.

Thank you for you time ...
